I would simply pull these information from Wikipedia, where the Country-Template includes the official language. Therefore it should be straight forward to fetch them - automatically or manually.

Nevertheless the question is: What about countries with more than one official language?

Official languages only (i.e. ones that are used on signs in that
country), not languages that are simply spoken in that country.
