Sounds great, but please be careful at the user interface design.
Changes to the map IMHO should be proposed by the plugin, but not
applied without dedicated decision of the user.
There may (and I fear, will) be too much errors even if your image
recognition is good to add street signs automatically.
Examples (but not limited):
- a street sign may belong to a nearby parallel street, which is not
detected by the software accordingly
- there may be "fake" street signs, built up by residents to calm down
the traffic. In some areas these are common and not directly illegal, as
long as they are different enough to the official ones (while
recognition software may fail, e.g. bigger shields with additional stuff
around the "official" sign)
- shields may be wrongly oriented by accident/vandalism at
intersections, and therefore automatic assignments would fail, while the
user can detect that by applying common traffic rules.
I'm sure there are additional issues that may occur due to non-perfect
(even if good) recognition or wrong signed real world situations.
Therefore my suggestion to design the plugin more like a wizard that
uses the auto recognition to provide hints to the user, who then can
apply that e.g. by a simple button press.

I have submitted proposal for JSOM plugin development to extract
information from such images and videos under GSoC this year.
This plugin will use image processing to extract the key features such
as road signs, max speed, bus stop etc as you have indicated in some
images. These extracted features from images/videos will be
automatically added to map with respective tags after synchronizing
with gps tracks.
I would request if anyone has such images/videos along with gpx file
to share here as these will be helpful while developing the plugin.

The zip file includes the images, the GPX track and some notes. The image
files have coloured rectangles indicating different objects with the key in
the notes.
The trip is a mix of residential, industrial and highway travel. Most of the
time spent entering the data from this trip would normally be typing out the
tagging for POIs and shops.
My typical trip involves much less highway travel and much more travel
through retail and commercial landuse where I can spend a couple minutes
with one picture adding all the shops.
The photos were taken 10 seconds apart from a camera mounted in about the
middle-right of my car and my GPX track comes from my garmin.
