.. And I would include merges into this deletion category. (The Airport Road of PaP is 
still a "2km bridge" after a misguided edit w/ a merge perhaps 2wks ago -- 
haven't had the time to fix that and neither has anyone else, it seems..)

I tend to use ITO World's "osm mapper" for that:

It doesn't show deletions, but new "wedding map" editors usually end up changing something, and where I live it's relatively easy to spot new editors among the usual ones. Whether this would be feasible for an entire country I'm not sure (a quick check suggests that you'd need >6 areas to cover the country, and the bit of Haiti covering Port-Au-Prince gets roughly twice the changesets* as "my" bit of Derbyshire does).
