Since the policy is not defined by technical reasons, nor by consensus, neither by "The" community (OSM is a sum of communities: local contributors, devs, admins, data consumers, etc), it is fixed by one or part of the communities participating to the project. At the end, it is really perceived as a pure administrative/political matter by (some) other communities.
