Therefore, this solution does not cover all the situations. When a worldwide changeset covers partly a local area, it is quite uneasy to detect >wich objects were modified in this local area. Especially when the changeset affects hundreds of objects.

Alas, it will not show changesets that modified only ways or relations in the area, but haven't touched any of the nodes. You need to use OWL (which is offline at the moment) to have that.
