I suspect that the admin_level=2 boundary shouldn't stop at the water's edge in this case.


Sometimes however, admin boundaries really do do this - Copenhagen was mentioned on #OSM only yesterday as an example, so the labelling of the city boundary on this island:

is actually correct.
