Please recommend that they use OKFN / OpenDataCommons licenses. PDDL is probably the way to go, based on your email, as PDDL is PD-like for use where one wishes to offer the PD level of freedom, but lacks a legal tool to do so.
gov't have got to stop writing their own data licenses.
