Dear Svavar,

I suspect that you are correct.  "Not in the spirit of open data",
"unacceptable as a condition for contributed data", are both thoughts that
I had on reading your email.

I don't think that this is necessarily a dead end though.  A patient
explanation may help, or getting others at the agency involved may help.

Don't give up.  Government agencies tend to move slowly.
