You could use something like junction=crossroads or junction=t, to specify what sort of junction it is. Though this seems somewhat pointless, as the fact that its a crossroads or T-junction should be obvious from the geometry of the ways.
highway=junction would conflict with other highway tags. eg many T-junctions or crossroads are also tagged with highway=traffic_signals.
