http://www.pods.org PODS is a geographical data model to help data exchange between companies who operate pipelines. It would be great that OSM can provide compatible data. But it seems to be a bit complex to deal with PODS and I'm not so familiar with it. Is someone knowledgeable about it and would like to help us ?
