JOSM has a "trac" tracker at josm.openstreetmap.de (usable without account). There's also a josm-dev mailing list on which this was discussed http://gis.19327.n5.nabble.com/JMapViewerTiles-folder-in-my-Temp-folder-td5722203.html but not resolved. There's also this German forum page http://forum.openstreetmap.org/viewtopic.php?id=14629 where a couple of Windows batch jobs are discussed for cleaning the cache.
