For armchair mapping, the only thing that might be safe is that new TIGER is more accurate than old TIGER. But any such TIGER comparison must not override a previous correction from a mapper (who should also remove the tiger:reviewed=no to help notify other mappers that the name is derived from a survey or local knowledge).
For best results, name comparison should only flag differences against unedited or bot-edited TIGER ways.
