Recently I noticed that gpsbabel still uses version='0.5' string in
its osm.cc (1).
Latest josm for example complains now when it does not find
version='0.6' string.
It's been discussed on the josm-dev mailing list - see the discussion
either side of this post:

I use gpsbabel not very often and don't know about other osm users but
there might be some .cc developpers which might want to check their
code (1).

I had no idea that gpsbabel supported a basic set of Garmin to OSM
translations - sounds useful (though I, like many mappers I suspect,
misuse Garmin waypoint symbols for different real-world things, so this
osm.cc would need a lot of customisation if I was to use it as a way to
get waypoints into a JOSM layer with most of the right OSM tags).
The change that you linked to was just to just change 0.5 to 0.6 and so
should have no ill-effects, but the josm-dev list link above suggests
other recent changes to the waypoint handling code in JOSM, so there may
be still some visible differences there.
Cheers,
Andy
