I'm from Brazil, and recently the community started reporting similar notes, though translated in portuguese, and with the same problems... Besides some obviously wrong values, there are some you can't even say where exactly they would apply to. There's been at least some 60 of those in portuguese so far. I saw a similar note in Spanish too, so they are probably even more widespread...
Besides the report of speed limit, I also saw some "Can't turn left." note[1], which are likely to be from the same origin. Agree with all Michał said.
