I think this question would be better suited for the tagging-ML. You could use a generic subtag like "sells=cigarette_papers" or "sells=cigarette_tobacco". The "sells" key is not really established btw. Another option is "sells:tobacco=yes" etc. (to avoid multi-value-tags), there are 2 (two) uses of this currently: http://taginfo.openstreetmap.org/keys/sells%3Atobacco cheers, Martin
