They're showing up all over the United States. Every new Whole Foods Market seems to have one. They're typical on new rail trail and bike bridge projects. And pretty common on college campus with a tradition of cycling. It's not a shop as commonly understood. Some people have tagged these as "amenity=compresed_air", but that's not quite right either. A gas station air hose should be thusly tagged, but a "bike repair station" also features tools, presta valve adapters for bike tires, and a stand to hold a bike. --- --- --- --- --- --- Remember that OSM has an open tagging system. Often a new type of mapping will undergo some tagging chaos as convention develops.
