I had no problems today.
For large changesets it is preferable to use the options to send the file by
small chunks of objects. Have you tried to setup option to send a chunk of
25-50 objects at the time?
These options are available in the panel windows when you select to upload the

Is there a problem with the API servers? I have a larger changeset that
I haven't been able to upload for a few hours now. JOSM goes into
retryes and eventually comes back with a 500 error. I tried with a small
one (just one node) in JOSM and iD, and that took a few minutes to
complete, but eventually finished.
