Similarly a note where the user *left* contact info may be a note they are *more* engaged in. This could be resolved with A-B testing. Offer 50% of the anonymous traffic a heavier notes form and see what it does to engagement, quality and closability. I'd be more likely to leave a note on a more complete/credible form, but that's just me. I think a comment back from a mapper saying 'we fixed that' is a *huge incentive *to return to OSM again to see what took place.
