what should be in OSM where possible is pubilc/private land. This is in many countries relevant for path/track routing. Parcel boundaries probably should be included at least for commercial use lands - it is good to know that a piece of land belongs to a company spraying poison on their fields or to a mining company and may fly around your ears anytime.
