Please read http://wiki.openstreetmap.org/wiki/Lanes, which describes the ":lanes"- subkey. This page states:
"Please be aware that this extension covers all kinds of lanes for all kind of vehicles and is not restricted to motorized traffic." this means that all turn:lanes, change:lanes, access:lanes, forward:lanes, backward:lanes, etc. should count ALL lanes. Only the lanes-tag on its own count the lanes for motorized traffic.
