I think in principle a good idea, but I do have a few questions:

- What happens after this change goes live and you do upload more than 10k changes? Does it get rejected in full? - Suppose you've gone in way over your head in JOSM and your changeset is >10k after hours and hours of work (yes I know, this never happens, but just out of interest) do you lose all the work because you can not upload it?
- Does the chunk size in JOSM affect this at all?
