Is that the intended purpose? Says who? I do use it for personal notes
aswell although i try to give enough context that others can make use of
it.

Imho not - We as a regional group use the Notes aswell to coordinate
our work in certain areas. E.g. a new industrial area. The first thing
we open a Note mentioning links to Newspaper Articles, coordinating
when to go there for revisit etc. Teared down houses marked with 
landuse=construction - Mentioning when they got teared down and
when to revisit for the new buildings. Its a feature to coordinate
work as a group.

I think there are more perceptions what Notes are intended for and for
me its just a possibility to leave Notes at a geographic position. Not 
more not less.
