As i said in the previous discussion about this the name "OSM Tasking manager" to me seems perfectly fine as a name for the tool in general. My critique here is about this instance of the tool running as a public service and containing the tasks of the HOT project. I have no specific suggestion about the heading/catchphrase but there were already a few ideas mentioned by others in what direction this could go. Independent of that prominently linking to learnosm.org (or a different page explaining OSM and providing relevant links) on the starting page (like with a second button next to "Start Mapping") would be good.
