It's actually a finished import from very long ago when norms were
different :-)

This is an issue only in Massachusetts.  I don't think you'll find them
in any other state (but if so please say where).

We locals are aware of this, and cleaning up the tags is on the
nice-to-do eventually list.  But it doesn't seem that important or
urgent compared to other mapping needs.
