Thank you for preparing this documentation. While looking at some changesets I agree they seem wrong, although it is not obvious. E.g. here https://www.openstreetmap.org/way/205456318 he added an address which looks ok at first sight, but if you compare with the address of its neighbour the housenumber doesn't seem plausible.
the neighbour is https://www.openstreetmap.org/way/346127911 Los Potrillo Mexican Restaurant & Bar with for example this url https://www.yelp.com/biz/los-potrillos-eugene-2 address: 2840 Crescent Ave If you are sure that this is a bad actor (I have not looked at sufficient data to be completely sure, but it seems as if), I agree reverting is the way to go (if nobody speaks up here in the next days, I would expect it to be ok to perform the revert).
