Currently, at least in France, such an argument won't encourage anyone (especially industrial operators) to produce sustainable opendata since they may think they are forced to. Convince and include people in the process is a long term journey. That's why we should go and talk outside as often as possible about what we do here People usually join because they think it's good, not because the license say so. François
