The semicolon is one information out of many, I'm not sure we should add this in the already long 'proposal process' page.
Especially considering that semicolons are discouraged but we do use them, this is not ideal for clarity.

someone pinpointed me to the wiki at https://wiki.openstreetmap.org/wiki/Semi-colon_value_separator and I looked at https://wiki.openstreetmap.org/wiki/Proposal%20process and wonder why I cannot find a note about that.
