Hello from Japan. The text in vertical lines are "七十億総伊能化 / Ino-rize 7 Billion people", means the population of whole world. And horizontal line, "一億 / 100 Million", means Japanese population = all of Japan.
伊能/Ino is the most famous historical mapper in Edo-era.
