The way I read this, is that there is money that will be used toward advancing the 3 projects and funding is being sought to finance continued development of iD. So I'd say there is a difference.
I take it all as good news. Of course, I would also like to see some financial support for JOSM and Vespucci, but one can only spend each euro/dollar/pound once, so choices must be made.
