It should be noted that this guideline follows from the concept of Collective Databases in the ODbL and in general of the idea of works that can have multiple independent constituent parts. If what Mapbox is doing is consistent with the licence naturally depends on the specifics as Mateusz write, Marc, do you have a link to the discussion in question?

    ethically it's obviously very bad to appropriate user contributions
    in this way, does anyone have a contact at their end to try and get
    them to return to more ethical behaviour?
    on talk-fr, no one from mapbox has replied since this behaviour
    was pointed out
