[Talks] Walking hotspot, what is it?

Hi there,
 
    Can someone please explain what Walking Hotspot is, and how it works?  I
think I know, but I want to be sure.  Please also provide a link to download
the program please.  Thanks heaps.  I am using an E71 if that helps.
