Yes you can send the files by bluetooth to the phone. You will need to go in and install them. Yes you can install Talks over the top of the currently running copy. As far as eloquence, that is up to you. Read the release notes and decide if you want speech while on a call or not.

hello list.
ok i have just downloaded the new talks and elequonce files from the talknav site, but i have some questions. i have a nokia e7 with talks 5.20 on it - can i just bluetooth the new talks 5.21 over and install it over and superseed the old talks version?
do i need to use the new elequonce file?
will there be any difference in using it?
