not actually true. i for one using N8 which is a ^3 phone and using talks 5.21 
together with eloquence 123 and i still get speech 
during calls.

Just to clarify - this statement is essentially true, but it only
affects Symbian^3 phones. There, the new version of TALKS and the 16kHz
version of Eloquence are both absolutely required to get speech on a call.

On other phones, where 8/11kHz Eloquence was good enough before, you can
chose whichever Eloquence works best for you (either 123 or 125).

As said before, when switching Eloquence versions, I would always
suggest starting at a volume factor of 100% (in Audio Settings), and
only increase it gradually to find which amount of distortion at higher
factors is still acceptable to you.
