You can do a Talks followed by Clear to bring up a list of the installed
voices. Then you can just arrow down to the Eloquence 16 KHZ. This is part
of the name of he TTS. After you highlighted the voice you want, press
Select and Talks will then switch to that voice.

the latest version of eloquence 6.1.126 have 8/11 and 16 KHz pack into a
single installation file. just go to talks settings/speech
and you will see there's eloquence english US and English US 16KHz if you
have english US eloquence installed.
