On the other hand, Simbolon opposed Nasution’s plans strongly (rencana
Nasution memindahkan Simbolon ke MBAD - MUG). He was well aware that the plans
would reduce his own influence and strengthen Nasution’s position instead. He
was therefore not prepared to leave North Sumatra if he could avoid it, firstly
because by so doing, he would be away from his home-base influential position
at army headquarters. His opposition was also attributed partly to the
possibility that his Chief of Staff, Lieutenant Colonel Djamin Gintings, a Karo
Batak, would be appointed to replace him. This possibilithy made Simbolon very
unhappy as the relationship between the Bataks and the Karos was far from
harmonious and would therefore harm the interests of the Bataks in the
province, who constituted the ethnic basis of Simbolon’s support.

Strong opposition from Simbolon made it difficult for Nasution to remove him
until later in 1956 when the local daily, Waspada, revealed Simbolon’s
involvement in large-scale smuggling operation. It was reported thet through
co-operation with his subordinates and a Chinese firm, Simbolon had smuggled
out thousands of tonnes of rubber and coffee, worth more than Rp 90 million,
from the small East Sumatran port of Teluk Nibung. The smuggling was said to be
justified by the local military leaders’ concern over their soldiers’ state of
welfare, for which funds from Jakarta were quite inadequate. Proceeds were
therefore to be distributed to all the sub-commands in the First Military
Region, including Aceh and Central Sumatra, to finance the improvement of
military housing and health conditions.

Ostensibly, however, the smuggling was not aimed at the improvement of the
welfare of the soldiers. In view of Simbolon’s refusal to be transferred, there
are some grounds for believing that the smuggling was his last attempt to buy
support from his division in the hope that this would make it too difficult for
army headquarters to remove him.
However, his officers showed hardly any solidarity with Simbolon when
Nasution reacted speedily by suspending him and separating the Acehnese and
Central Sumatran regiments from Medan’s authority.
