For all the influence of kinship, culture and history, the phenomenon of ethnonationalist mobilization and conflict stems most directly from elements of state failure. Institutional and economic deficiencies, including chronic poverty and underdevelopment, rampant corruption and the pressures of globalization, erode the ability of the civil state to maintain its unifying force in the hearts and minds of its citizens. Failed or failing states can set in motion a number of forces that ultimately bring about a shift in individuals' primary political identification from membership in an associative civil state to membership in a particular ethnic or religious nation.
