Glad you're going to make it to Portland for our Valentine Gala. Regarding events in Seattle and San Francisco, there is always a milonga on Fri and Sat night. Unfortunately, I don't have the exact schedules, but while in Portland, you will meet a lot of people from these two cites and can ask them.
