Sherrie, According to La Nacion, it is a reciprocity tax, which would mean that you pay each time you enter Argentina (but also that you don't need to apply for a visa at your local Argentine consulate prior to travel). Argentina's reciprocity tax matches the fee Argentines pay to apply for visas to the U.S. and other countries.
