Nineteen years ago, I was taught "the rocking step" by Orlando Paiva, Todaro, 
Pepito (for Milonga).


Very simply, the leader and follower are: 1) shifting the weight from the 
forward foot to the back foot in place OR 2) shifting the weight from the 
forward foot to the back foot "in place" and turning, counter-clockwise.  It 
has two very specific purposes: 1) one can "mark" the rhythm, continuing to 
dance when unable to move 2) when there seems to be little prospect of moving 
forward, one can aim in another direction in order to be able to eventually 
move.  Both #1 and #2 help one to not disrupt the flow of movement when in a 
bottle neck, until one is able to again continue to dance (counterclockwise, of 
course) the tanda.
