I think here is your confusion:

It's generally agreed that modern Argentine Tango grew out of a dance of the 
late 1800's that was called "milonga." However that "milonga" is not at all the 
same as what we call milonga today. Suggest you search archives for some 
knowledgeable discussions explaining the terminology.  I remember the 
discussion, but don't remember the details.
