Certainly if their goals don't include an appreciation of the music they 
know and love, then lack of knowledge of the music is no impediment at all.

A common misconception in the tango third world. In that 'safe harbour of 
limited knowledge' without music, people learn steps and mistake this for 
dance. The tide of the music reaches the lucky ones before the harbour 
walls grow too high. So empowered, they start to learn to dance.
