Update Tapestry 4.0 POM at ibiblio.org to specify the proper dependencies

I created a Maven 2-compatible upload for ibiblio for Tapestry 3.0.3.
http://www.ibiblio.org/maven2/tapestry/tapestry/3.0.3/tapestry-3.0.3.pom
It'd be nice (and awful convenient for Maven 2 users) if the Tapestry 4.0 POM
was updated to specify the correct transitive dependencies. Currently, it
specifies none.
