It affects 7 files in both framework and contrib. One replaces the synchronization object while the other moves the synchronization down a level.
As the problem was reported off a system with 8 cpus under load, and the patch does address a known flawed design pattern, I'd recommend applying the patch. It doesn't structurally change the processing.
