In the same place.  You can reference such resources in static HTML using
relative URLs, i.e. "images/foo.gif".

In addition, you can use the <context-asset> to references such resources as
parameters to components.

A change is forthcoming to allow more flexibility on where the HTML
templates live.  Ideally, they should live at the web context root so that
relative URLs will work when using a WYWIWYG editor.
