You don't get much flexibility with the design when using annotations
because there is only one place the annotations can go - in the page
class itself. I agree that the example looks ugly. If you had more
flexibility about where you could place annotations, this would improve
the situation. I've posted about this previously. Keeping the page
classes clean should be a priority

I think it really depends on the scenario for which you are using the
annotations. If you add simple information to a class/method/etc it seems to be
ok, but if the annotations are getting too complex, you should think about your
design. (as always "complex" depends on what you are doing)
This are only my thoughts, as up to now i have not found an useful application
for annotations in my project :-)
