To disable caching set 
org.apache.tapestry.disable-caching=true as a JVM
property or a servlet init-parameter.  See
http://jakarta.apache.org/tapestry/UsersGuide/configuration.html
for details.

As far as your include thing, the easiest way is to
make a component, which is really easy in Tapestry.  I
really encourage you to check out Tapestry in Action. 
It really helped clear things up for me.  You might
also want to check out AppFuse, which has an example
of using SiteMesh and Tapestry together, at least it
used to.

Oh, and if your into Rails, you might want to check
out Trails.  It's not a port of Rails, but an attempt
to make Java development faster and more fun using
some of the same concepts.
