Global properties/localization

I know this has been discussed previously, but I would like to know  
if anyone has found a practical solution to using a global properties  
file for localized strings in Tap-3.  One method I came across was to  
write a helper class to fetch a named ResourceBundle as a java bean  
within each Page.  Does anyone else have any better solution?
