How ro apply Localization

In my .html file, I have the code like this:

<th class="text" width="40%"><label jwcid="@FieldLabel"
field="component:firstName">message:signup.firstname</label></th>
      <td width="60%"><input type="text" jwcid="firstName" size="30"/></td>
 </tr>
 
I am trying to apply localization as shown above. But nothing matters in
this case...
How do I need to apply localization in this case.....
