Thanks ... acutlally i figured it out although i am not quite sure why.
I had this in my hive mind -

<page-service-encoder id="page" extension="html" service="page"/>
<page-service-encoder id="external" extension="external"

</contribution>
And this in the application -
<application name="Technical Name">
Then i commented out the hivemind entries
and added
<application name="Technical Name"
engine-class="org.apache.tapestry.engine.BaseEngine">
to the application
So was that changed to not be needed anymore? or?
