The special chars in the page came out with "?"  that's why I couldn't use it. 
The text coming from the db are ok but  static ones were the problem. I suppose 
I need to use the numeric char  reference in the template for the static text.
  
  I think, the problem still exists for the chars that are not in UTF-8. Am I 
missing a point here?
